Venezuela’s Acting President Delcy Rodríguez announced a significant cabinet reshuffle, appointing new leaders across key ministries including Electrical Energy, Habitat and Housing, Transport, and Social Process of Work, aimed at strengthening strategic sectors and public services for the nation.
Venezuelan Acting President Delcy Rodríguez has announced a significant cabinet reshuffle this Wednesday, March 18, which comprise a total of 11 strategic designations imed at consolidating the nation’s sovereignty, fostering productive growth with social justice, and enhancing institutional efficiency.

The new appointments reflect a strategic placement of experienced leadership into critical social ministries, ensuring continuity in the Government’s comprehensive approach to public welfare that improves the quality of life for Venezuelans, particularly through robust infrastructure development and maintenance.
In this sense, these designations are designed to meet the direct needs of the Venezuelan people.
Alcala Leads Energy
Acting President Delcy Rodríguez officially announced the incorporation of Rolando Alcalá into the Executive Cabinet of the Bolivarian Government, highlighting his robust academic background and extensive career within the sector.
“I have designated Rolando Alcalá as the new Minister of People’s Power for Electrical Energy, an electrical engineer from Simón Bolívar University and a specialist in electrical projects with vast national and international experience”, she stated via her social media platforms.
The new minister, Rolando Alcalá, takes the helm of the electrical portfolio, bolstered by his profound background as an Electrical Engineer. His extensive experience in executing infrastructure projects at both national and international scales is expected to provide immediate technical solutions to the current challenges confronting the National Electrical System.
Delcy Rodriguez emphasized that the new head of the electrical portfolio now assumes the crucial commitment to ensure the continuity of efforts aimed at optimizing the country’s energy infrastructure. “He now assumes the commitment and responsibility to continue strengthening our country’s National Electrical System”, she added in her message. This task involves overseeing the maintenance, modernization, and expansion of the nation’s power grid, a vital component for both daily life and industrial development.
The selection of Alcalá, with his proven track record, signals a strategic move towards a more technically driven management approach within this key ministry. With this strategic designation, the Bolivarian Government reiterates its steadfast commitment to the comprehensive strengthening of public services. It explicitly backs a technical and specialized management approach, seeking to consolidate energy sovereignty and deepen the stability of the electrical service across the entire national territory, ensuring a reliable and efficient power supply for all citizens.
Marquez Takes Housing
Acting President Delcy Rodríguez also announced this Wednesday, the appointment of Major General Jorge Márquez Monsalve to the position of Minister of People’s Power for Habitat and Housing.
Major General Jorge Márquez “will have the responsibility to continue promoting public policies aimed at guaranteeing the right to decent housing for Venezuelans”, Rodríguez emphasized through her social media channels.
This new role is central to the government’s social programs, which prioritize access to affordable and adequate housing for all citizens. Márquez’s leadership will be crucial in advancing these initiatives, overseeing the planning, construction, and delivery of housing units across the nation, and ensuring that these projects align with national development goals and community needs.
In addition to his new ministerial duties, he will continue to serve at the forefront of the Simón Bolívar Monumental Stadium Foundation and the Leadership of the 1×10 System of Good Government. These continued responsibilities underscore his multifaceted contributions to the Government’s agenda, particularly in managing key national infrastructure and implementing direct citizen feedback mechanisms.
Strategic Roles Filled
The Venezuelan Government also renews its executive team with new appointments in key ministries such as University Education, Social Work Process and Culture, in addition to significant positions in security and the Great Venezuela Alive Mission.
Juan José Ramírez, who currently serves as the Minister of People’s Power for Public Works, was appointed as the new Sectorial Vice-President of Public Works and Services.
Ramírez steps into this vice-presidency, previously held by Jorge Márquez, signaling a strategic realignment of leadership within the infrastructure and services sector. This move aims to ensure a coordinated and efficient approach to the nation’s public works projects, leveraging Ramírez’s existing experience in the field.
Jacqueline Faría has been designated as the new Minister of People’s Power for Transport, an crucial sector for national development and the well-being of Venezuelans. Rodríguez tasked Faría with the “responsibility of strengthening this strategic sector”, which includes overseeing road networks, public transportation, and logistical operations vital for the economy.
Rodriguez also extended her gratitude to Vice Admiral Aníbal Coronado for his service at the helm of the Transport Ministry, noting that he would be transitioning to “new responsibilities.” Coronado had been appointed to the role on January 16, indicating a swift change in leadership for this key portfolio.
In the educational sphere, Professor Ana María Sanjuán assumed the role of Minister of People’s Power for University Education. She was tasked with strengthening the training and future of Venezuela, placing her pedagogical vocation at the service of youth to transform the country’s university education from a pluralistic perspective.
Acting President Delcy Rodríguez appointed journalist and writer Raúl Cazal as the new Minister of People’s Power for Culture, aiming to strengthen Venezuela’s cultural identity and historical consciousness during the nation’s political transition. His role will be to continue exalting the essence of Venezuela and the value of its roots, deepening the cultural awareness of Venezuelans.
Before his appointment, Cazal served as Vice Minister of Cultural Promotion and President of the National Book Center (Cenal). Through an official statement, the Acting President emphasized that Cazal’s incorporation into the ministerial cabinet responds to the critical need to strengthen both the cultural framework and the national identity, considering culture a pillar for societal development and unity.
Rodríguez also expressed gratitude to journalist Ernesto Villegas for his distinguished service at the helm of the Culture portfolio since 2017. She highlighted his dedication and commitment to the country’s cultural management, acknowledging his valuable contributions during his tenure.
The Social Chamber magistrate Carlos Alexis Castillo, a lawyer, professor, and specialist in Labor Law, was appointed as Minister of People’s Power for the Social Work Process. His appointment seeks to promote the well-being and rights of the Venezuelan working class. The president thanked the Supreme Court of Justice (TSJ) for granting permission for his new duties and recognized the commitment of comrade Eduardo Piñate, who will assume new responsibilities.
The Venezuelan Executive announced that Tarek William Saab was named Head of the Great Mission “Viva Venezuela, Mi Patria Querida” (Long Live Venezuela, My Beloved Homeland). The mission, directly under the Presidency, aims to bolster cultural identity and Venezuelan pride by focusing on national, traditional, native people, and popular roots. This appointment underscores the Venezuelan Government’s commitment to preserving and promoting the nation’s rich cultural heritage.

At the General Directorate of Military Counterintelligence, Germán Gómez Lárez was named new Director, assuming the responsibility of strengthening state protection mechanisms and ensure the peace and stability of the Republic.
This appointment places Lárez at the forefront of the country’s intelligence operations, with a clear mandate to enhance the State’s protective capabilities.
Earlier, Rodríguez officially has appointed General Gustavo González López as Minister of Defense, who has a long history in Venezuelan State security and intelligence institutions. González López served as Director of the Bolivarian National Intelligence Service (SEBIN) and he has also held other important positions, such as Minister of the Interior and Justice and Commander General of the Bolivarian National Militia.
With this strengthened team, the Bolivarian Government reflects a clear strategy to ensure stability and progress across all sectors of the country.
